Pursuant to the provisions of Section 126 of the Public Finance Management Act, 2012 and
Standing Order 243 as read together with Standing order 241 of the Tharaka Nithi County
Assembly Standing orders, the County Assembly of Tharaka Nithi hereby informs the general
public of the public participation on the County Annual Development Plan for the Financial
Year 2026/2027.
Additionally, in line with the provisions of Article 185 of the Constitution of Kenya, 2010,
Section 21 of the County Governments Act, 2012 and the Tharaka Nithi County Assembly
Standing Order 152, the County Assembly hereby informs the general public of the public
participation on the Tharaka Nithi County Health Facility Improvement Financing Bill, 2025.
Pursuant to the provisions of Article 196 (1)(a) and (b) of the Constitution of Kenya, 2010 read
together with Section 87 of the County Governments Act, 2012, the County Assembly
Committee on Finance Budget and Appropriations and the Committee on Health Services will
be conducting public hearings on the County Annual Development Plan FY 2026/2027 and
the Tharaka Nithi County Health Facility Improvement Financing Bill, 2025 as here under
shown

The committees invites interested members of the public to submit their representations that
they may have on the County Annual Development Plan for The Financial Year 2026/2027
and the Tharaka Nithi County Health Facility Improvement Financing Bill, 2025 orally in the
venues above or through written memoranda.
Written views or memoranda may be hand delivered to the Office of the Clerk or emailed to
tharakanithicountyassembly@gmail.com or clerk@tharakanithiassembly.go.ke on or before
the close of business Friday 14th November, 2025.
For ease of reference, the County Annual Development Plan for the Financial Year 2026/2027
