Hon. Nyaga Frankline Mawira, MCA for Chogoria Ward, sought statements from the relevant Assembly committees on two matters affecting residents: reported damage linked to water infrastructure in Kibaranu Village and the replacement of Early Childhood Development Education (ECDE) teachers in the county.
Questions raised over reported water infrastructure washout
Hon. Mawira sought a statement from the Committee on Water concerning an alleged washout involving THANIWASCO water infrastructure in Kibaranu Village, Chogoria Ward, on 3 October 2026.
He raised concerns about reported damage to farms and agricultural land, as well as the Rwanchege–Kieni Irrigation Water Project and the Murugi–Mugumango Water Project. He also sought information on the circumstances surrounding an earlier incident reported in October 2025 and the status of compensation said to have been promised to affected residents.
ECDE teacher replacement and staffing
Hon. Mawira also sought a statement from the Committee on Education regarding replacement of ECDE teachers. He cited Gitare ECDE Centre, where the teacher reportedly retired in 2024 and had not been replaced at the time of the statement.
He highlighted staffing gaps in public ECDE centres arising from retirement and natural attrition, alongside continued reliance on teachers supported by Boards of Management. He called for clarification on the County Government’s plans for recruitment, replacement and equitable deployment of ECDE teachers.
In making his case, Hon. Mawira referred to Article 43(1)(f) of the Constitution, which recognises the right to education, Article 53(1)(b), which provides for every child’s right to free and compulsory basic education, and the Fourth Schedule, which assigns pre-primary education and related functions to county governments.
“The issue of adequate staffing of ECDE centres is therefore not merely an administrative matter, but one that bears directly upon the effective discharge of the County Government’s constitutional and statutory mandate.”
