DECLARATION OF VACANCY IN THE OFFICE OF THE SPEAKER.

IT IS NOTIFIED for the information of the general public that pursuant to Section 11(1)(a) of the County Government Act, 2012 and Standing Order 20 of the County Assembly Standing Orders, the Office of the Speaker of the County Assembly shall become vacant upon the first sitting of the County Assembly on Wednesday 21st September, 2022 at 10.00am.

Article 178 of the Constitution of Kenya, 2010 as read together with Section 9A(1) of the County Government Act, 2012 provide that each County Assembly shall have a Speaker who shall be elected by that County Assembly in accordance with the Standing Orders, from among persons who are qualified to be elected as members of County Assembly but are not such members.

In light of the above, interested persons who qualify for the position are therefore invited to submit their nomination papers for election to the Office of Speaker of the County Assembly of Tharaka Nithi.

Nomination papers can be collected (in-person by interested persons) from the Office of the Clerk of the County Assembly Chuka Offices between 8.00am and 5.00 pm from Thursday 15th September to Sunday 18th September, 2022.

NOMINATION DAY for the purpose of receiving the nomination papers shall be on Monday 19th September, 2022 from 2.00p.m to 6.00p.m in the Boardroom at the County Assembly Chuka offices. At the nominated time on the nominated day, interested persons should return the completed nomination form together with the following-;

  1. Clearance from the Independent Electoral and Boundaries Commission evidencing the fact that the candidate is qualified to be elected as a Member of the County Assembly under Article 193 of the Constitution of Kenya, 2010 and the candidate is not such a Member.
  2. A copy of his or her National Identity Card;
  3. Two recent coloured passport photographs;
  4. A copy of his or her curriculum vitae(CV); and
  5. Copies of the candidate’s academic certificates and other relevant documents in accordance with Article 193 of the Constitution.

Further to the above, a person who wishes to participate in the election must be nominated by two (2) Members-elect of the County Assembly of Tharaka Nithi.

At the first sitting of the Assembly, the Members-elect shall be sworn in, in accordance with Article 74 of the Constitution, and immediately thereafter the Assembly shall elect the Speaker in line with Article 178 of the Constitution of Kenya, 2010.
